Proxy exception in ISA Firewall Client

At my company we are using ISA 2004 Standard Edition on multihomed DC SBS 2003 SP2.
We are using Web Proxy for all our workstations for Internet access. All our workstations have Firewall Client installed and configured correctly.
On one of our network segments we are using NAT and routing so that workstations can access tunnel to remote servers. Although we had implemented exceptions for Web Browser and Domains on that part of the network only half of the workstations were able to access remote webservers through their browsers.
After trying many different solutions, only one that was working is to:

1. Open location (WinXP): C:\Documents and Settings\All Users\Application Data\Microsoft\Firewall Client 2004
2. Create file there: LocalLAT.txt
3. Enter network range there like this: XX.XX.XX.0 TAB XX.XX.XX.255
4. Open Run->”services.msc” and restart service “Firewall Client Agent”

This will enable your browsers to skip Web Proxy for that range and use whatever routing rule you have.
